摘要
文章分析了永定河流域生态产品的供给特点,并运用生态产品总值(GEP)核算方法评估流域生态产品价值,探讨了1995—2020年期间该流域生态系统服务价值的时空变化,进而提出永定河流域生态产品价值实现路径:①以生态保护红线为本,坚持系统治理与区域联动治理;②完善流域区域间横向补偿,构建全流域生态产品互补产业链;③依托生态产品供给差异化特征,探索京津冀重点推进区域的特色化生态产品实现路径;④进一步推进形成政府主导、企业和社会各界参与、市场化运作的生态产品价值实现机制。
The paper analyzes the supply characteristics of ecological products in the Yongding River Basin,evaluates the value of ecological products in the basin by using the Gross Ecosystem Product(GEP)accounting method,discusses the temporal and spatial changes of ecosystem service value in the basin from 1995 to 2020,and further puts forward the realization path of ecological product value in the Yongding River Basin:①Take the red line of ecological protection as the basis,adhere to systematic governance and coordinated regional governance.②Improve the horizontal compensation between regions of the river basin,build a complementary industrial chain of ecological products in the whole basin.③Rely on the differentiated characteristics of ecological product supply,explore the path to realize the distinctive ecological products in the key promotion areas of the Beijing–Tianjin–Hebei.④Further promote the value realization mechanism of ecological products dominated by the government,participated by enterprises and all sectors of society,and operated in a market-oriented manner.
