摘要
津海关道是1870年清政府新设的官职,负责天津及邻近口岸通商交涉事务,并推展新式工商业与北洋海防防务,成绩斐然。尤其在中朝两国的交涉过程里,津海关道是北洋大臣执行朝鲜政策的第一线联络人,也是朝鲜驻津大员的对接单位,给予朝鲜商民许多帮助。本文分析津海关道在朝鲜事务中的地位变化,可知1880年至1894年中朝两国通商交涉日趋紧密,然而因朝鲜局势变化与津海关道周馥病休,李鸿章扩大中国驻朝商务委员袁世凯的职权,使中朝交涉的第一线联络人由津海关道变为中国驻朝商务委员,借以强化中国宗主权,让朝鲜君臣心生不满,也让中朝两国的冲突日益尖锐化。
The present paper,discussing the significant role that the superintendency of Tianjin Customs,which was set up in 1870,had played in the negotiation between Qing and the Korean Joseon dynasty,observes that the superintendency was gradually replaced by Qing's special commercial representative with a view to strengthening Qing's suzerainty over Korea and this effort actually made Korean sovereigns and their high ministers dissatisfied and the Sino-Korean relation increasingly sour.
