摘要
【目的/意义】为应对安溪铁观音茶文化系统在后申遗时代中遇到的威胁与挑战,创新遗产管理方式有助于提升遗产保护效果。【方法/过程】采用德尔菲法进行问卷函询选定安溪铁观音农业文化遗产保护政策制定和优化的影响因素,并基于ISM模型从内因、外因两个方面梳理各个因素的层次结构关系,分析政策制定和优化的直接因素、间接因素和根本因素。【结果/结论】结果表明:科研队伍的质量、相关主体的经济需求、社会需求度是影响保护政策制定的基础;政策保护对象、多方利益协调机制、农户对遗产保护的认知度、生产技术对安溪铁观音茶文化系统保护政策制定起到辅助作用;政策内容、实施手段、实施人员是政策制定和优化的直接因素。根据研究结果,分别从完善人才培养模式、健全农业文化遗产保护多元主体参与机制、创新农民利益联结机制等方面提出了建议。
【Objective/Meaning】In order to cope with the threats and challenges of Anxi Tieguanyin Tea tea culture system in the post world heritage application era.The innovation of heritage management methods helps to enhance the effectiveness of heritage protection.【Methods/Procedures】 This paper uses the Delphi method to select the influencing factors of the formulation and optimization of agricultural cultural heritage protection policies in Anxi Tieguanyin Tea by means of questionnaire and correspondence.Based on the ISM model,this paper combs the hierarchical relationship of various factors from the internal and external aspects,and analyzes the direct,indirect and fundamental factors of policy formulation and optimization.【Results/Conclusions】The results indicate that the quality of scientific research teams,the economic needs of relevant entities,and the degree of social demand are the basis for influencing the formulation of protection policies;The object of policy protection,the coordination mechanism of multi interests,farmers' awareness of heritage protection,and production technology play an auxiliary role in the formulation of the protection policy of Anxi Tieguanyin Tea tea culture system;The policy content,implementation methods,and implementation personnel are the direct factors for policy formulation and optimization.Based on the research results,suggestions were put forward from the aspects of improving talent cultivation models,improving the participation mechanism of multiple subjects in the protection of agricultural cultural heritage,and innovating the mechanism of linking farmers' interests.
