摘要
创新驱动是旅游业高质量发展的内在要求。研究以创新驱动为视角,以桂林为案例地,运用熵值法、标杆比较法与综合评价法构建世界级旅游城市指标体系,并引入障碍度模型探寻桂林打造世界级旅游城市的制约因素。结果显示:(1)与标杆值对比可知,桂林世界级旅游城市建设的等级处于发展阶段,未来进步空间较大,且桂林世界级旅游城市建设中诸多要素创新程度不均衡,相对差异较大;(2)2012-2021年桂林旅游发展水平呈“上升-下降-上升”的发展趋势,2020年进入创新发展阶段,城市文化创新、城市旅游创新、城市环境创新与城市生活创新上升趋势明显,而城市形象创新处于低位且呈持续下降的趋势,表明城市旅游形象创新不足是制约桂林旅游创新发展水平的短板;(3)城市旅游创新和城市形象创新对桂林世界级旅游城市建设的障碍度最大,文化及相关产业增加值占地区生产总值比重、旅游总收入增长、旅游业对地区生产总值综合贡献度、旅游产品创新、万人公共交通车辆拥有量、国际会议会展数量等是阻碍桂林世界级旅游城市建设的主要因素。基于评价结果,文章提出了相应的发展路径及对策建议。
Innovation-driven tourism is an inherent requirement for high-quality development of tourism.From the perspective of drivers for innovation and taking Guilin as a case study,this paper uses methods such as entropy,benchmarking and obstacle degree model to evaluate the city as a world-class tourism city and explore the development constraints.The results show that:Compared with the benchmark value,Guilin is in the development stage for a world-class tourism city;From 2012 to 2021,the tourism development level of Guilin showed an"upward-downward-upward"trend,and it entered the stage of innovative development in 2020.The urban cultural innovation,urban tourism innovation,urban environment innovation and urban life innovation showed an obvious upward trend,while the urban image innovation was at a low level and showed a continuous downward trend.It shows that the lack of innovation of urban tourism image is the disadvantage of restricting Guilin's tourism innovation and development level;Urban tourism innovation and urban image innovation are the biggest obstacles to Guilin's world-class tourism city construction.The proportion of added value of culture and related industries in GDP,the growth of total tourism revenue,the comprehensive contribution of tourism to the gross regional product,tourism product innovation,the number of public transport vehicles owned by 10,000 people,the number of international conferences and exhibitions are the main factors hindering the construction of Guilin as a world-class tourism city.Based on the evaluation results,this paper proposed development paths and performance measures.
