摘要
基于宏观性思考和预判性分析,对“百年未有之大变局态势下”国内核安保领域应关注的重点课题进行了探讨。一是积极推进核安保立法,将核安保面临的一些长期存在的问题从立法上明确,科学阐释核安保概念、界定职责、引导培育核安保产业。二是把握AI技术趋势,积极探索AIGC在核安保中的应用,提升技防GAI精准度,提高隐患发现率。开发人工智能赋能的训练装备,构建人工智能辅助的通用训练平台。三是在实物保护设施控制区外均构建“社会管理区”,提高危险情报信息预警处置能力,建立核设施实物保护纵深防御体系。
Based on macroscopic thinking and predictive analysis,this paper discusses the important issues that should be paid attention to in the field of domestic nuclear security under the situation of“great changes not seen in a century”.First,nuclear security legislation shall be actively promoted,some long-standing problems faced by nuclear security shall be clarified from the legislative perspective,the concept of nuclear security shall be scientifically interpreted,responsibilities shall be defined,and the nuclear security industry shall be cultivated with guidance.Second,the trend of AI technology shall be grasped,the application of AIGC in nuclear security shall be actively explored,the accuracy of technical defense GAI and the detection rate of hidden dangers shall be improved.The AI-enabled training equipment shall be developed and the AI-assisted general training platform shall be built.Third,“social management zones”outside the control zone of physical protection facilities shall be built,the early warning and disposal capacity of dangerous intelligence information shall be improved,and a deep defense system for physical protection of nuclear facilities shall be established.
