摘要
加强重大风险识别和评估、构建风险防控体系是建设海南自由贸易港的重要前提条件和必然要求,事关海南全面深化改革开放全局。海南自由贸易港建设需防范贸易、投资、税收、金融、数据与网络安全、生态、房地产相关的各类主要风险。应充分识别和评估这些风险,总结其性质特点,并在此基础上构建海南自由贸易港风险防控体系,稳步提升海南自由贸易港的开放水平。
Promoting the identification and assessment of risks and establishing a risk prevention and control system are the important prerequisites and inevitable requirements for the successful construction of Hainan Free Trade Port,which are related to Hainan's overall deepening of reform and opening-up.The construction of Hainan Free Trade Port needs to properly deal with various major risks related to trade,investment,taxation,finance,data and network security,ecology,and real estate.These risks should be fully assessed and their characteristics should be comprehensively summarized.With these bases,it is suggested to establish a risk prevention and control system to enhance the opening-up capacity of Hainan Free Trade Port.
