摘要
人类基因增强作为一项试图改造人类自身的颠覆性技术,正在深刻地改变和塑造着人与社会。人类基因增强技术在造福人类的同时,其研究和应用也提出了许多新的伦理的、法律的和社会的问题,亟需对其进行治理。伦理治理是对人类基因增强技术进行治理的一种重要方式。人类基因增强的伦理治理是指政府、专家、企业、公众等技术发展的相关利益主体,以伦理原则为指导,解决人类基因增强技术研究和应用过程中产生的各种问题,促进技术为人类造福的各种方式的总和。人类基因增强的伦理治理需要回答三个方面的问题:一是治理什么,也就是人类基因增强的伦理治理对象;二是谁来治理,即人类基因增强的伦理治理主体;三是如何治理,也就是人类基因增强的伦理治理路径。
Human genetic enhancement,as a subversive technology that attempts to transform human beings,is profoundly changing and shaping human and society.While human genetic enhancement technology benefits human beings,its research and application have also raised many new ethical,legal,and social issues,which urgently require governance.Ethical governance is an important way to govern human genetic enhancement technology.The ethi-cal governance of human genetic enhancement technology refers to the sum of various ways in which the government,experts,enterprises,the public and other relevant subjects of technology research and application solve various problems arising in the process of human genetic enhancement technology re-search and application under the guidance of ethical principles,and promote technology to benefit mankind.The ethical governance of human genetic en-hancement needs to answer three questions:first,what to govern,namely,the object of ethical governance of human genetic enhancement;second,who will govern,that is,the subject of ethical governance enhanced by human genetic enhancement;the third is how to govern,that is,the ethical governance path of humangenetic enhancement.
