摘要
海洋牧场企业技术协同创新有利于提升海洋牧场技术创新水平,促进渔业经济转型升级。然而,多重外部性与多重影响因素影响了海洋牧场企业技术协同创新活动的进行。基于此背景,从前景理论视角,构建了“政府-海洋牧场企业-学研方”的三方演化博弈模型,对系统的演化策略稳定性进行分析,分析了政府的监管成本与强度、中央政府惩罚、政府对企业以及学研方的激励与惩罚、协同创新的利益分配系数与成本分摊系数等因素对系统演化结果的影响,并通过MATLAB软件进行数值仿真实验。结果表明,政府、海洋牧场企业以及学研方的决策行为受到其他两类参与主体的影响;政府的决策行为不仅受到中央政府的监督管理也受到其自身的监督管理成本和强度的影响;政府对海洋牧场企业和学研方协同创新策略选择具有重要的推动作用;成本利益分配问题是影响海洋牧场企业和学研方创新策略选择的关键影响因素。最后,为促进企业技术创新活动的开展,提出对策建议。
Technology collaborative innovation in marine ranching enterprises can enhance the level of technological innovation in marine ranching and promote the transformation and upgrading of the fishery economy.However,the technological collaborative innovation activities of marine ranching enterprises are affected by multiple externalities and influencing factors.The article presents a tripartite evolutionary game model involving government,marine ranching enterprises,and academics and researchers.The model is constructed from the perspective of prospect theory.The article analyses the stability of the system's evolutionary strategy,the government's regulatory cost and intensity,the punishment of the central government,the incentives and penalties of the government on enterprises and academics and researchers,the benefits of collaborative innovation,and the distribution coefficient and cost-sharing coefficient of collaborative innovation.Conduct numerical simulation experiments using Matlab software.The results indicate that the decision-making behavior of the government,marine ranching enterprises and academics and researchers is influenced by the other two types of participants;the decision-making behavior of the government is influenced not only by the supervision and management of the central government,but also by its own supervision and management cost and intensity;the government plays an important role in promoting the choice of collaborative innovation strategy of marine ranching enterprises and academics and researchers;the cost and benefit distribution problem is an important influencing factor on the choice of innovation strategy of marine ranching enterprises and academics and researchers.Finally,this paper proposes countermeasures to promote the technological innovation activities of enterprises.
