摘要
农村未来社区是新时代高质量实施乡村振兴战略背景下,对“千万工程”的持续深化和升级。以海盐县“三宜”农村未来社区建设为研究对象,基于美好记忆场景,以“三个示范”为引领,以“丰山溢水,嘉乡三宜”为定位,提出“三化五场景”的设计建构,构建“资源、产业、人居、服务、治理”五大未来场景,营造乡村宜居、宜业、宜游“三宜共促”的新型农村功能单元和农村未来社区模式,结合现场实地调研,提出具体的建设内容与策略。最后从农村资源唤活、产业振兴、人居环境、公共服务、乡村治理等方面总结五大场景创建成效,为高质量建设农村未来社区试点,率先搭建农村未来生活圈,促进农村综合改革突破,实现农村宜居宜业宜游,推进农村共同富裕提供参考。
The future rural community is the continuous deepening and upgrading of"the thousand and ten thousand project"under the background of high-quality implementation of rural revitalization strategy in the new era.Taking the future community construction of"livable,Industrial and tourist"rural areas in Haiyan County as the research object,guided by"three demonstrations"and positioned by"the livable,industrial and tourist Jiaxing village with abundant mountains and water resources",the paper proposes the design and construction of"three scenarios"up to"five future scenarios"of"resources,industry,human settlements,services and governance".To construct a new rural functional unit and a future rural community model of"promoting of living,industry and tourism together",and put forward specific construction contents and strategies combined with field research.Finally,from the aspects of rural resource mobilization,industrial revitalization,living environment,public services,and rural governance,the creation of five scenarios is summarized to provide a reference for the pilot of high-quality construction of rural future communities,taking the lead in building rural future life circles,promoting breakthroughs in rural comprehensive reform,achieving livable,industrial and tourist village,and promoting common prosperity in rural areas.
