Research on the Evaluation Index for the Potential of Comprehensive Land Remediation Under the Strategy of Rural Revitalization

摘要 2019年全国启动了全域土地综合整治,是助力乡村振兴的土地整治重大行动。研究通过梳理农用地整理、建设用地整理、乡村生态保护修复和历史文化保护等整治任务的潜力指标来源,结合有关政策要求和广东省全域土地综合整治的特征,构建了全域土地综合整治潜力评价指标体系。潜力评价指标体系包括农用地整理潜力、建设用地整理潜力、乡村生态保护修复潜力、乡村历史文化保护潜力和促进乡村振兴潜力等5个方面16项指标。潜力评价指标体系以评价数据可获取、可量化和易操作的原则进行了构建,可充分反映全域土地综合整治的内容和要求,为全域土地综合整治项目选址服务。 The comprehensive land consolidation across the country was launched in 2019,aiming to assist in rural revitalization as a major action.This study aims to establish an evaluation index system for the potential of comprehensive land consolidation in Guangdong Province by sorting out the sources of potential indicators for tasks such as agricultural land consolidation,construction land consolidation,rural ecological protection and restoration,and historical and cultural protection,combined with relevant policy requirements and the characteristics of comprehensive land consolidation in Guangdong Province.The potential evaluation indicator system includes 16 indicators from 5 aspects,including the potential for agricultural land consolidation,construction land consolidation,rural ecological protection and restoration,rural historical and cultural protection,and promotion of rural revitalization.The potential evaluation index system is constructed based on the principles of obtainable,quantifiable,and easy to operate evaluation data,which fully reflects the content and requirements of comprehensive land remediation in the entire region,and serves the site selection of comprehensive land remediation projects in the entire region.
