摘要
随着装备复杂度的不断提升,装备合同履行过程风险管理面临着较大挑战。从宏观管理的视角出发,依据我军装备采购合同监管体制及机制,结合相关领域的研究成果,以法规标准、专家研讨,以及军代表填报的监管信息为分析材料,采用扎根理论的分析方法,根据各装备类型、合同类型的装备采购合同总体履行情况,构建了“基于监管视角的合同履行风险要素及机理模型”。随机选取了50个装备合同履行样本对理论模型做饱和性检验,未发现理论模型主范畴及其子范畴以外的其他范畴,验证了理论模型的完整性和研究方法的有效性。该项研究工作,对准确识别装备采购合同履行风险,深度揭示装备采购合同履行规律具有重要的现实意义。
With the increasing complexity of weapons and equipment,risk management in the process of equipment contract fulfillment faces significant challenges.From the perspective of macro management,according to the supervision system and mechanism of our military equipment procurement contracts,combined with research results,regulatory standards,expert discussions in relevant fields,regulatory information filled in by military representatives,and the overall performance of equipment procurement contracts of various equipment types and contract types,a"regulatory perspective based model of contract performance risk elements and mechanisms"has been constructed through Grounded theory analysis method.This article randomly selected 50 equipment contract performance cases for analysis,and no other risk categories were found outside the main category and its subcategories of the theoretical model,verifying the completeness of the theoretical model and the correctness of the research method in this article.The research work of this article has important practical significance for accurately identifying the risks of equipment procurement contract performance and deeply revealing the rules of equipment procurement contract performance.
