创新驱动江苏沿海地区经济高质量发展的机制与实现路径研究 被引量:1

摘要 运用熵值法从科技创新投入能力、支撑能力、科技产出能力、科技促进可持续发展力四个维度,综合评价江苏沿海地区的科技创新能力,通过对江苏沿海地区经济发展的要素驱动、效率驱动、创新驱动的阶段性研究后发现:(1)江苏沿海地区创新能力与区域经济发展水平密切相关,区域创新能力逐渐“极化”甚至“固化”,南北创新发展的差距虽然在缩小,但绝对差距依然较大;(2)江苏沿海开发上升为国家战略以来,科技创新驱动能力呈持续稳定的增长态势,但在个别年份由于科技促进可持续发展能力等因素的影响,科技创新驱动能力波动较大;(3)2000年以来江苏沿海地区经济增长动力阶段性演化特征明显,2000—2005年为要素驱动阶段,2006—2007年为要素驱动向效率驱动过渡阶段,2008—2013年为效率驱动阶段,2014—2021年为效率驱动向创新驱动的过渡阶段。 The entropy method is used to comprehensively evaluate the scientific and technological innovation ability of Jiangsu coastal areas from four dimensions,namely the input ability of scientific and technological innovation,the supporting ability,the scientific and technological output ability,and the ability of science and technology to promote sustainable development.Based on the theory of economic development stage,the stages of the economic development of Jiangsu coastal areas are studied and determined.The results show that the innovation capacity of Jiangsu coastal areas is closely related to the level of regional economic development,and the regional innovation capability is gradually“polarized”or even“solidified”.Although the gap in innovation and development between the north and the south is narrowing,the absolute gap is still significant.Since the coastal development of Jiangsu Province became a national strategy,the driving capacity of science and technology innovation shows a stable and sustainable growth trend.However,the driving capacity of science and technology innovation fluctuates greatly in some years due to the influence of factors such as the ability of science and technology to promote sustainable development.Since 2000,the evolution of economic growth drivers in Jiangsu coastal areas has obvious characteristics.2000—2005 is the factor driven stage,2006—2007 is the factor driven transition stage to efficiency driven transition stage,2008—2013 is the efficiency driven transition stage,and 2014—2021 is the efficiency driven transition stage to innovation driven transition stage.
