摘要
随着全球治理的深入推进,原来专注于体育专业自治的国际体育组织越来越开放,将诸如气候治理、环境保护、民主与人权等融入组织内的政策实践。基于政策扩散理论,以国际奥委会、国际单项体育联合会等颁布的气候治理政策为例,对全球体育可持续发展行动框架中设计的气候政策进行分析。研究发现:国际体育组织的公共政策建设整体符合威迫、社会建构、竞争、学习和效仿五种政策扩散机制,并在秉持“体育自治”原则和“协同治理”理念的基础上,通过制裁限制、利益分享、话语权竞争、理念倡导等行动方式形成了科层式、水平式和跟进式三种扩散模式,最后在全球范围内建立起了一个体育可持续发展政策扩散的互动网络。
With the deepening advancement of global governance,international sports organizations,which used to focus on the professional autonomy of sports,are becoming more and more open to incorporating things like climate governance,environmental protection,democracy and human rights into the policy practices within their organizations.Based on the theory of policy diffusion,the climate governance policies enacted by the International Olympic Committee(IOC),International Sports Federations(ISFs),are taken as examples to analyze the climate policies designed in the global action framework for sustainable development in sport.The study finds that the public policy construction of international sports organizations as a whole conforms to the five policy diffusion mechanisms of coercion,social construction,competition,learning and emulation.On the basis of the principle of“sports autonomy”and the concept of“collaborative governance”,three diffusion modes,namely,sectional,horizontal and follow-up,have been formed by means of sanctions,restrictions,benefit sharing,discourse competition and conceptual advocacy,and finally an interactive network of policy diffusion for the sustainable development of sports has been established on a global scale.
