摘要
“办好开放大学”作为国家教育发展战略,在实践中还没有突破固化的思维模式和运作模式。随着现代教育信息技术的飞速发展和教育格局的深刻变化,如何创新基层开放大学建设模式和路径选择,对于基层开放大学的转型升级及开放大学体系的可持续发展至关重要。本文从以服务、质量、效率为关键要素进行基层开放大学重建,以资源、项目、信息为关键要素进行体制重构,以计划、指导、监督为关键要素进行机制重顺,以人才、制度、激励为关键要素进行文化重树四个角度入手,探析基层开放大学建设路径和发展模式,以期为我国基层开放大学建设及现代远程教育高质量发展有所裨益。
As a national education development strategy,‘running an open university well’has not yet broken through the fixed thinking and operating modes in practice.With the rapid development of modern educational information technology and profound changes in the educational landscape,it is crucial to innovate the construction mode and path selection of grassroots open universities for the transformation and upgrading of grassroots open universities and the sustainable development of the open university system.This article starts from four perspectives:rebuilding grassroots open universities with service,quality,and efficiency as key elements,restructuring systems with resources,projects,and information as key elements,reorganizing mechanisms with planning,guidance,and supervision as key elements,and cultural reconstruction with talents,systems,and incentives as key elements.It explores the construction path and development model of grassroots open universities,To contribute to the construction of grassroots open universities and the high-quality development of modern distance education in China.
