摘要
为使国有企业适应数智化发展需求,提升资金管理质量,国有企业应建立司库管理体系。文章在阐述司库管理体系内涵和内容的基础上,指出了国有企业资金管理面临的挑战:缺乏统一平台管理、风险控制程度不足、缺乏完善指标分析体系。对此,提出数智化背景下国有企业司库管理体系的构建策略:制定完善的司库管理体系构建规划、立足实际确定司库管理体系平台功能、强化资金流动全过程管控、实施司库管理效果评价、完善组织架构推进人才队伍建设。
In order to adapt state-owned enterprises to the development needs of digital intelligence and improve the quality of fund management,state-owned enterprises should establish a treasury management system.On the basis of elaborating on the connotation and content of the treasury management system,this article points out the challenges faced by state-owned enterprise fund management:lack of unified platform management,insufficient risk control,and lack of a comprehensive indicator analysis system.In this regard,strategies for constructing the treasury management system of state-owned enterprises under the background of digital intelligence are proposed:developing a comprehensive plan for the construction of the treasury management system,determining the platform functions of the treasury management system based on reality,strengthening the entire process control of fund flow,implementing the evaluation of the effectiveness of treasury management,and improving the organizational structure to promote the construction of talent teams.
