摘要
德国新一届三党联合政府面对能源危机、经济萎缩、通货膨胀等一系列严峻问题,以更加激进的姿态推动能源结构转型,进一步加大了氢能国家战略实施力度。2023年3月,德国联合政府发布国家氢能战略H2.0,推出68条绿氢发展细化目标与措施,主要涉及目标要求、基础设施、应用场景、政策支持、技术支撑等。德国绿氢发展战略更加细化,示范效应更加显著。德国联合政府认为坚定地走绿氢能源转型之路,才能支撑起其庞大的制造业发展;而且实现气候友好、降低温室效应也是德国历届政府与普通民众坚定的目标追求;同时,通过切实解决绿氢发展的成本瓶颈,德国不仅能彻底解决其经济发展中的能源短缺问题,还会成为绿氢能源发展的引领者。探寻德国实施绿氢能源发展战略新举措,对于我国具有重要借鉴作用。我国应进一步加强政策供给,坚持先立后破,大力推进绿氢产业链建设;统筹区域布局,“绿电+绿氢+智能化”共同推进;加快基础设施建设,构建绿氢网络化、规模化体系;加强基础性研究,举全国体制加快绿氢技术创新;同时要积极参与国际合作,创造绿氢产业发展新优势。
In the face of a series of serious problems such as energy crisis,economic contraction and infla-tion,the new three-party coalition government in Germany has promoted the transformation of its energy structure with a more radical attitude and further strengthened the implementation of its national strategy of hydrogen energy.In March 2023,the German coalition government issued its national hydrogen energy strategy H2.0,which introduced 68 detailed goals and measures for green hydrogen development,mainly involving tar-get requirements,infrastructure,application scenarios,policy support and technical support.Germany's green hy-drogen development strategy is more detailed,and the demonstration effect is more significant.The German coalition government believes that the development of its huge manufacturing industry can only be supported by firmly pursuing the green hydrogen energy transition,the climate friendliness and reduced greenhouse effect have always been the firm goal pursued by successive German govermments and the general public,and Ger-many can not only completely solve the problem of energy shortage in its economic development but also become a leader in the development of green hydrogen energy by effectively eliminating the cost bottleneck of green hydrogen development.Exploring the new initiatives of Germany's green hydrogen energy strategy is of great reference for China.China should further strengthen its policy supply,adhere to the principle of build-ing the new before discarding the old and vigorously promote the construction of green hydrogen industry chain,coordinate the regional layout and jointly promote the"green electricity+green hydrogen+intelli-gence",accelerate the infrastructure construction and build a large-scale networked green hydrogen system,strengthen the basic researches and accelerate the innovation of green hydrogen technologies through the na-tional system,and actively participate in international cooperation and create new advantages for the develop-ment of green hydrogen industry.
