摘要
能源清洁转型是打赢蓝天保卫战的决胜因素之一,减污降碳协同治理将是未来空气质量提升的关键。近几年,不少人都有这样的直观感受:天更蓝了,晴朗的日子越来越多了。好天气来之不易。2011~2013年,我国多地特别是北方地区雾霾天气频发,对城市环境、公众健康、交通安全和农业生产的影响日益显著。为解决区域性大气污染问题,我国在2013年颁布《大气污染防治行动计划》,这份被称为“大气十条”的行动计划提出了包括优化产业结构、调整能源结构在内的十项措施,成为大气污染防治工作的行动指南。
