摘要
构建包括基础层、应用层、效果层3个一级指标及18个二级指标的农村电商评价指标体系。运用由“夹角度量法+欧氏距离”改进的TOPSIS法,对福建省9个地级市2016—2020年农村电商发展水平进行评价。结果显示:农村网络零售占比、邮路总长度和国家电子商务示范基地是影响福建农村电商发展水平的重要因素;从时间演进上看,福建省农村电商发展水平整体呈现稳定状态;从测度结果来看,福建省农村电商发展水平呈现东强西弱的局势,地区发展不协调不均衡。建议政府及相关部门确定农村电商发展重点,各地区利用自身优势积极寻找促进农村电商发展突破点,加强东西部农村电商合作交流,加大西部地区政策扶持力度。
This paper presents a rural e-commerce evaluation index system that includes three primary indicators of the basic layer,application layer,and effect layer,as well as 18 secondary indicators.It evaluated the development level of rural e-commerce in 9 prefecture cities in Fujian Province from 2016 to 2020,using the modified TOPSIS with angle measurement and the Euclidean distances,and reaching the following findings:proportion of rural online retail,length of postal routes and the national e-commerce demonstration base are the important factors that affect the development level of rural e-commerce in Fujian Province;the overall rural e-commerce development in Fujian Province maintains a stable state from the perspective of time evolution;there is an unbalanced trend of a strong east and a weak west.It is recommended that government departments concerned work to determine the development priorities of rural e-commerce,regions utilize their own local advantages for breakthroughs to promote rural e-commerce development,cooperation and exchange in rural e-commerce between the east and west be improved and preferential policy to support the western region strengthened.
