摘要
粮食事关国运民生,粮食安全更是国家安全的重要基础。在新时代粮食安全的新形势下,机遇与挑战并存,需加快构建国家粮食安全的新格局,实现高水平的自给自足。内蒙古自治区应顺应时代发展,全面贯彻落实习近平总书记对内蒙古的重要讲话和重要指示批示精神的战略要求,利用资源优势,建设国家重要农畜产品生产基地,加快推进农牧业高质量发展,保障国家粮食安全、生态安全和边疆安全。树立和践行大食物观,找到转变农牧业发展方式、优化结构布局的关键路径,加强基础支撑,突破瓶颈束缚,紧抓建设重点,深入探讨出一条适合自身发展的方向和路径,推动共同富裕取得实质性进展。
Food affects national development and people’s livelihood.And food security is an important foundation for national security.Under the new situation of food security in the new era,both opportunities and challenges exist.It is necessary to accelerate the construction of a new pattern of national food security and realize a high level of self-sufficiency.Inner Mongolia Autonomous Region should conform to the development of the times,fully implement the strategic requirement of General Secretary Xi Jinping’s important speeches and directives to Inner Mongolia,utilize the resource advantages,build an important national production base of agricultural and livestock products,accelerate the high-quality development of agriculture and animal husbandry,and safeguard the national food security,ecological security and border security.Establish and practice the all-encompassing approach to food,find the key path to transform the development mode of agriculture and animal husbandry,streamline the structure and layout,strengthen the basic support,break through bottlenecks and constraints,grasp the key points of the construction,explore in depth a direction and path that is appropriate for its own development,and promote the common wealth to make substantial progress.

程国强(1963-),男,博士,现任中国人民大学“杰出学者”特聘教授,国家粮食安全战略研究院院长。国家杰出青年基金获得者,国家“高层次人才特别支持计划”哲学社会科学领军人才,国家文化名家暨“四个一批”人才(理论界),国务院政府特殊津贴专家。兼任中央农办、农业农村部“乡村振兴专家咨询委员会”委员,国家粮食安全政策专家咨询委员会委员,商务部“贸易高质量发展专家委员会”主任,农业农村部“农业贸易预警救济专家委员会”首席顾问,中国农业经济学会副会长、中国粮食经济学会副会长、中国粮油协会首席专家。曾参加中国加入世界贸易组织谈判,任中国加入世贸组织代表团农业谈判专家组组长。连续11年参加中央农村工作会议文件和中央一号文件起草。国务院发展研究中心学术委员会原秘书长、国际合作局原局长。研究方向为国家粮食安全战略,农业支持政策,国际农产品贸易等。研究成果获国家科技进步奖二等奖、省部级科技进步奖二等奖、省部级哲学社会科学优秀成果一等奖、中国发展奖二等奖、薛暮桥价格研究奖。
