摘要
营商环境是社会公共产品,检验其质量优劣的标准之一是企业家的获得感。良好的营商环境能提升企业家获得感,进而有利于激发各类市场主体活力、提升居民幸福指数、打造服务型政府、推进民生工程建设和实现经济高质量发展。以F市为例,经调研发现,企业家获得感水平较高,但在政策环境、经营状况、财政支持、公共服务四方面仍存在一些问题。优化营商环境背景下提升企业家获得感,需加强组织领导、强化政策落地,推动减税降费、完善融资机制,提升服务质效、打造良好环境,形成营商环境持续优化的良好循环。
The business environment is a social public product,and one of the criteria to test its quality is the en-trepreneurs'sense of gain.A good business environment can enhance entrepreneurs'sense of gain,which is con-ducive to stimulating the vitality of various market participants,improving residents'happiness index,building a service-oriented government,promoting the construction of people's livelihood projects and achieving high-quality economic development.According to the research,entrepreneurs have a high level of sense of gain,but there are still some problems in policy environment,business conditions,financial support and public services.In order to enhance entrepreneurs'sense of gain in the context of improving the business environment,it is necessary to strengthen orga-nizational leadership and policy implementation,promote tax reduction and fee reduction,improve financing mecha-nisms,improve service quality and efficiency,create a good environment,so as to form a good cycle of continuous improvement in the business environment.
