摘要
2014年6月22日,中国大运河被正式列入《世界遗产名录》,进入“后世遗”时代。2021年,中办、国办印发了《关于在城乡建设中加强历史文化保护传承的意见》,为保护传承工作提出新的要求和期许。基于多年来围绕大运河保护参与的系列技术服务工作,提出新时期以中国大运河为代表的线性文化遗产及其密切关联地区的保护传承工作思路。文章结合对国际语境的研究与对我国遗产特征的判断,认为在新时期的工作中,首先应强调价值引领,提高站位,创新拓展价值评估的范围和内容;其次应以构建宏中微观为一体的整体保护传承框架为抓手,落实全域全要素的保护传承要求;第三应强调融入城乡建设,探索通过生态共生、空间理序、产业赋能、建设提质四项策略,切实推动社会经济高质量发展和历史文化保护传承的有机统一。
On Jun.22,2014,the Grand Canal of China was officially included in the World Heritage List,entering the era of post world heritage".In 2021,the CPC Central Committee and the State Council issued the Opinions on Strengthening the Protection and Inheritance of Historic and Cultural Heritage in Urban and Rural Construction,which set forth new requirements and expectations for the protection and inheritance work in the new era.Based on the technical services that we have offered in the protection of the Grand Canal over theyears,this paperputs forward protection and inheritance ideas of linear cultural heritage represented by the Grand Canal of China in the new era.Then based on the study of international context and the characteristics of Chinese heritage,the paper argues that in the new era,firstly,priority should be given to the value guidance,improving the positioning,and innovating and expanding the scope and content of value assessment.Secondly,it is necessaryto develop an overall protection and inheritance framework integrating micro,medium and macro levels,in order to meet the protection and inheritance requirements of all factors in the whole region.Thirdly,we should emphasize the integration of urban and rural construction,explore the strategies for ecological symbiosis,spatial order,industrial empowerment,and construction quality improvement,soasto effectivelypromotethe organic unity of high-quality social and economic development and historic and cultural protection and inheritance.
