摘要
新形势下推动人民币国际化再出发,既是大国经济崛起的必然要求,也是保障经济金融安全的必然选择。当前百年变局叠加世纪疫情,形势已与2009年后推进人民币国际化时出现了明显变化,国际政治、经济、金融、科技格局深刻变革,大国多极合作逐渐被博弈冲突取代,以美元为主导的货币体系斗争和制裁属性增强,逆全球化趋势下区域经济格局重塑,全球金融环境从极度宽松走向紧缩,货币数字化转型进程加快,国际货币体系正面临重大调整。新形势下,人民币国际功能要进一步精准强化,贸易结算计价要更加注重安全可靠,投融资要注重构建人民币国际循环体系,外汇储备应实现在美元离心经济体的重点突破。有序推进人民币国际化,要畅通“交易功能”、提升“计价功能”、突出“融资功能”、巩固“投资功能”、探索“新增赛道”,充分发挥人民币在保障国际收支安全和金融安全中的作用,助力国内国际双循环畅通无阻、产业链供应链双链安全稳定。
Promoting RMB internationalization under the new situation is not only an inevitable requirement for the economic rise of China,but also an inevitable choice to ensure economic and financial security.Currently,the great changes overlaid with the pandemic,and the situation has changed significantly from the push to internationalize the RMB after 2009,the international political,economic,financial,scientific and technological landscape has undergone profound changes,the multipolar cooperation between great powers has gradually been replaced by competition and conflicts,the struggle and sanctioning attributes of the dollar-dominated monetary system have increased,the regional economic landscape has been reshaped under the trend of anti-globalization,the global financial environment has been changed from extreme easing to tightening,the digital transformation of currency has accelerated,and the international monetary system is facing major adjustments.Under the new situation,the international function of RMB should be further accurately strengthened,more attention should be paid to the safety and reliability in terms of the trade settlement pricing,the investment and financing should be focused on building an international circulation system of RMB,and foreign exchange reserves should achieve key breakthroughs in US dollar centrifugal economies.To promote the internationalization of RMB in an orderly manner,it is necessary to smooth the“transaction function”,improve the“pricing function”,highlight the“financing function”,consolidate the“investment function”,explore the“new track”,give full play to the role of RMB in safeguarding balance of payments and financial security,and help to facilitate the smooth flow of the domestic and international dual circulation and the security and stability of the industrial chain and supply chain.
