摘要
阐述了自20世纪40年代以来,欧美国家对文化事业开始采取的“一臂之距”管理原则以及我国政府职能转变和文化体制改革背景下博物馆管理体制改革发展状况。提出参照西方“一臂之距”原则,结合我国国情和博物馆管理的现状,在博物馆宏观管理体制改革过程中,我国应积极培育多种类型的中介组织,进一步合理界定政府责任,打造多元资助渠道、强化公共文化服务绩效评估,以此推动博物馆事业的健康发展。
Western countries represented by the United Kingdom have adopted the principle of"arms'length"in the management of museums,and the government does not directly manage culture but sets up intermediary organizations to manage,which brings many benefits to the development of museums.The acceptance of the principle of"arms'length"in foreign museums varies according to the national conditions of each country,and the development models include foundations,trusteeship systems and cultural limited liability companies.Since the reform and opening up,the transformation of China's government functions has spawned the reform of the cultural system,and the reform of the museum management system has also been continuously promoted.China has the practice of intermediary organizations participating in the macro-management reform of museums,exploring the feasibility of China's"arms'length"principle through intermediary organizations,proposing to give play to the role of intermediary organizations,correctly define the responsibilities of the government,build a multi-subject participation pattern,create diversified investment and financing channels,and strengthen the performance evaluation of public cultural services,aiming to provide a reference for further promoting the reform of the museum macro-management system.
