摘要
城市群已经成为中国经济发展和二氧化碳排放的核心区域,明确影响城市群碳排放的主要因素、推动城市群低碳建设关乎中国“双碳”目标的实现。作为城市规划的重要因素——城市群空间结构,其对碳排放的影响尚不明晰。该研究首先利用夜间灯光数据,首次实现对“十四五”规划中全国19个城市群空间结构的长期评价。在此基础上,构造2000—2020年城市群面板数据、建立计量模型,实证探究城市群空间结构对碳排放的影响,并识别检验其内部作用机制。结果表明:①2000年以来,中国19个城市群的空间结构多中心性增强,沿海城市群尤为明显。②与单中心空间结构相比,城市群多中心发展更有助于降低碳排放强度。③多中心空间结构的减排影响部分通过促进产业分工实现,交通基础设施对空间结构的碳排放影响具有调节作用,市场一体化与多中心发展之间具有替代效应。因此,本研究认为推进构建多中心城市群有助于实现减碳和发展的双赢。但就目前部分城市群的单中心尚未发育成熟的基本情况,多中心不应成为一刀切的减碳策略,更需重视城市功能定位、优化基础设施建设并打破市场分割,实现要素的自由流动和高效配置,由市场引导多中心结构的形成,从而推进城市群可持续发展。
As urban agglomerations become the core areas of Chinese economic development and carbon dioxide emissions,it is essential to identify the main drivers of carbon emissions and implement low-carbon construction in these areas to achieve the goals of reaching peak carbon emissions and carbon neutrality.Yet,the spatial structure of urban agglomerations,a fundamental component of urban planning,remains unclear in terms of its impact on carbon emissions.This study first evaluated the long-term spatial structure of 19 national urban agglomerations in China using nightlight data.On this basis,the panel data of 19 urban agglomerations from 2000 to 2020 was constructed,and the econometric models were established to empirically explore the effects of the spatial structure of urban agglomerations on carbon emissions and to investigate their internal mechanisms.The results showed that:①The polycentricity of the spatial structure of 19 urban agglomerations in China had increased since 2000,especially those in the coastal area.②Compared with the monocentric spatial structure,polycentric development in urban agglomerations was more conducive to reducing carbon emission intensity.③The emission reduction impact of polycentric spatial structure was partly realized by promoting industrial division.Additionally,transportation infrastructure had a moderating effect on the carbon emission impact of spatial structure.Furthermore,there was a substitution effect between market integration and polycentric development.Thus,the construction of polycentric urban agglomerations could help achieve a win-win situation for both carbon reduction and economic development.While considering the basic situation that monocentricity in some urban agglomerations has not yet matured,polycentricity should not become a one-size-fits-all strategy for carbon reduction.More attention should be paid to clarifying the functions of cities,improving infrastructure construction,and breaking market segmentation,thereby enabling the free flow of factors and facilitating the market-oriented formation of the polycentric structure in order to promote the sustainable development of urban agglomerations.
