摘要
[研究目的]北极安全涉及北极及北极域外国家及国际社会的整体利益,攸关人类生存和发展的共同命运,研究美国北极安全战略体系的演变和运行能够为我国参与构建北极安全治理机制提供可行的思路。[研究方法]通过对近50年来与北极安全战略相关的美国官方文件的研究,分析美国北极安全战略体系的演变和运行特点。[研究结论]北极地区逐渐成为大国展开国际竞争的又一场所,在此背景下,对美国北极安全战略体系的演变历程与特点、运行的组织架构和逻辑进行分析可以得出,我国应基于共赢的北极立场,坚持全球战略思维;基于现实的国际环境,设置可行战略目标;基于我国的国家利益,采取自主战略实施;基于既有的政策基础,保持连续战略演变。
[Research purpose]Arctic security is an issue of the common destiny of human existence and progress,which involves the overall interests of the Arctic and non-Arctic countries as well as the worldwide community.Studying the evolution and operation of the U.S.Arctic security strategy system can provide feasible ideas for China to participate in the construction of Arctic security governance mechanism.[Research method]By examining the official documents pertaining to the Arctic security strategy over the course of the previous 50 years,this article analyzes the development and operational characteristics of the U.S.Arctic security strategy system.[Research conclusion]The Arctic region has gradually become another place for the international competition among the great powers.In this context,by analyzing the process and characteristics of evolution of the U.S.Arctic security strategic system,as well as the organizational structure and logic of its operation,we can conclude that China should adhere to the global strategic thinking based on the win-win position of the Arctic,set feasible strategic goals based on the realistic international environment,adopt independent strategy to implement based on the national interests of our country,and maintain continuous strategic evolution based on the existing policy foundation.
