摘要
目的:分析我国乡村医疗卫生资源配置现状及公平性,为农村地区卫生资源优化配置提供决策建议。方法:采用描述性统计分析我国乡村医疗卫生资源配置现状,并运用卫生资源集聚度分析其配置公平性。结果:我国乡村医疗卫生机构数和乡村医生呈负增长,分别为-1.17%和-5.69%,执业医师和护士数量量逐年递增,年均增速均在6%以上。截止2020年,我国东部和中部乡村医疗卫生资源按人口分布的公平性较差,而西部按地理分布的公平性较差。结论:我国乡村卫生人才队伍建设取得初步成效,但仍需加大引进和培养力度;东部、中部和西部卫生资源配置的公平性差异显著,需因地制宜进一步优化;持续推动优质卫生资源“下基层”,加快区域均衡布局。
Objective To analyze the status and equity of rural health resource allocation in China,and provide decision-making suggestions for optimal allocation of rural health resources.Methods The status of rural health resource allocation was ana-lyzed descriptively,and its equity was analyzed by health resource agglomeration degree(HRAD).Results The number of rural health institutions and village-doctors showed negative growth,which was-1.17%and-5.69%,respectively.The number of medical practitioners and nurses kept increasing year by year,with an average annual growth rate of more than 6%.In 2020,the equity of rural health resources was poor in eastern and central China in terms of population allocation,while that in western China was poor in terms of geography allocation.Conclusion The construction of rural medical teams has achieved initial results,while it is still necessary to intensify the introduction and training.The distribution of health resources in eastern,central and western China is unequal,thus further optimization is needed according to local conditions.High-quality health resources should be continuously promoted at the community level,and the regional balanced distribution should be accelerated.
