摘要
当前学界对中国参与第三方市场合作的研究高度重视相关理论研究,以及中国和发达国家进行第三方市场合作的案例,而相对忽视了中国和卡塔尔、阿联酋、沙特等海合会国家的第三方市场合作实践。中国和中东国家进行第三方市场合作是建立在中东国家多元化的经济发展,中国和主要中东经贸合作伙伴国的比较优势,以及中国和中东国家的政治共识和实现“可持续”高质量发展的共同利益的基础上。中国已经和沙特、阿联酋、科威特等中东国家围绕绿色能源和可再生能源领域的开发和利用进行了工程合作类、投资合作类和战略合作类的标志性项目,已经形成了参与企业、合作领域“南—南—南”合作特色,并已体现出促进各合作方实现可持续发展目标,助力国际化运营发展的互利效应。针对中国和中东国家进行第三方市场合作中存在的制度建设滞后、面临来自地区内外企业的激烈竞争等问题,中国需要和中东国家加强第三方市场合作的机制建设,将相关合作纳入中阿务实合作“八大共同行动”等全球发展倡议在中东地区推进的合作规划和进展中,并与其他合作方进行更多的沟通和探索,最终打造“南—南—南”合作的成功范例。
The current research on China's participation in third-party market cooperation attaches great importance to theoretical research on third-party market cooperation,as well as cases of third-party market cooperation between China and developed countries,while relatively ignoring the practice of third-party market cooperation between China and the GCC countries such as Qatar,the United Arab Emirates,and Saudi Arabia. The third-party market cooperation between China and the Middle East countries is based on the diversified economic development of the Middle East countries,the comparative advantages of China and major Middle East economic and trade partners,as well as the political consensus between China and the Middle East countries and the common interests of achieving high-quality sustainable development. Although third-party market cooperation between China and Middle East countries is a relatively new form of cooperation,since China and Qatar launched investment cooperation in Pakistan,China has conducted landmark projects in the fields of engineering cooperation,investment cooperation,and strategic cooperation with Saudi Arabia,the United Arab Emirates,Kuwait,and other Middle East countries around the development and utilization of green energy and renewable energy,and has formed participating enterprises. The characteristic of “South-South-South”cooperation has been reflected in the mutually beneficial effect of promoting sustainable development goals among all partners and assisting in the development of international operations. In response to the lag in the institutional construction of third-party market cooperation between China and the Middle East countries,as well as the fierce competition from enterprises inside and outside the region,China needs to strengthen the institutional construction of third-party market cooperation with the Middle East countries and incorporate relevant cooperation into the cooperation planning and progress of global development initiatives such as the “Eight Common Actions” for practical cooperation between China and Arab countries in the Middle East region,and engage in more communication and exploration with other partners,ultimately creating a successful example of “South-South-South” cooperation.
