摘要
新时代背景下,提升国土空间治理体系和能力现代化水平日益成为当下自然资源规划的重要任务。控制性详细规划作为城镇各项建设活动行政许可的法定依据,需要通过评估提供支撑依据,以更好地适应国土空间规划背景下发展需求。文章结合苏州市吴江某镇控制性详细规划的实施评估工作,着重从规划编制程序合法性、规划方案合理性、规划实施可操作性三个层面评估过程中出现的编制与管理问题,提出法理层面管理与事权相结合、技术层面动态评估与刚弹管控相结合、实施层面多维度与多层次相结合的改革路径;同时提出通过详细规划编制管理转型方向,探索详细规划编制、管理及动态评估的转型改革新思路。
Under the background of the new era,improving the modernization and capacity of territorial space governance system has increasingly become an important task of the current natural resources planning.As the legal basis for the administrative license of various urban construction activities,the detailed regulatory plan needs to provide support basis through evaluation,so as to better meet the development needs under the background of territorial space planning.Based on the implementation evaluation of detailed regulatory plan in a town in Wujiang,this paper focuses on the compilation and management problems in the process of evaluation from three aspects:the legality of planning compilation procedure,the rationality of planning scheme and the operability of planning implementation,and puts forward the combination of legal management and power,technical dynamic evaluation and rigid-elastic control,and multi-dimensional and multi-level implementation.At the same time,it puts forward the direction of management transformation through detailed planning,and explores the new ideas for the transformation and reform of detailed planning from the aspects of its compilation,management and dynamic evaluation.
