摘要
一院多区是公立医院高质量发展的重要举措之一,对于完善医改体系、加快医改进程、实现医改目标具有积极的促进作用。总结分析多年来的运行实践,公立医院一院多区发展模式在运行成本控制、管理措施运用、学科优化设置、外部环境适应等方面尚有诸多的困惑和难题。通过深入剖析与一院多区关联的阻力因素,结合当前医改形势,进而有针对性地提出了坚持规划先行、合理设置规模、转变经营理念、促进文化同质、构建转运机制等发展路径和建议,以推动实现公立医院的高质量发展。
One hospital and multiple districts is one of the important measures for the high quality develpment of public hospitals,which plays a postive role in improving the medical reform system,speeding up the process of medical reform and realizing the goal of medical reform.Summarizes and analyzes the operation practice over the years,the development mode of one hosptal with multiple districts of public hospitals still has many puzzles and problems in the aspects of operation cost control,management measures application,discipline optimization,exter-nal environment adaptation,etc.Through in-depth analysis of the resistance factors associated with one hospital with multiple districts,combined with the current situation of medical reform,it has put forward targeted develop-ment paths or suggestions such as insisting on planning first,reasonably setting the scale,changing the manage-ment philosophy,promoting cultural homogeneity,and building a transport mechanism,so as to fully realize the high-quality development of public hospitals.
