摘要
作为北冰洋沿岸国家,挪威在北极治理与建设过程中发挥着重要作用。2021年挪威颁布《挪威政府的北极政策》,阐述了北极地区对挪威的重要战略意义以及挪威参与北极事务的路径。挪威参与北极事务具有先天优势和较高的话语权,但其北极参与仍受条约碎片化、地区冲突以及生态环境恶化等众多因素的制约,且新时期挪威在北极地区的目标已由保守的经济开发战略向进攻性的地缘政治战略倾斜。挪威的北极战略强调北约是其安全的基石,重视与以美国为首的北约成员国间的合作,一定程度上助推了北极地区的紧张局势。挪威参与北极事务既是北极治理的需要,也借此实现其在北极地区的经济和地缘政治目标。
As a coastal country around the Arctic Ocean,Norway plays an important role in Arctic governance and construction.In 2021,Norway issued the latest Arctic policy——The Norwegian Government’s Arctic Policy,which elaborates on the important strategic significance of the Arctic region for Norway and Norway’s approaches to participate in Arctic affairs.Norway in Arctic affairs has inherent advantages and high status,but its participation is still constrained by many factors,such as the fragmentation of treaties,regional conflicts and the deterioration of the ecology and environment.In the new era,Norway’s goal in the Arctic has shifted from a conservative economic development strategy to an aggressive geopolitical strategy.It emphasizes that NATO is the cornerstone of Norway’s security,especially attaching importance to cooperation with members of NATO led by the United States.It,to some extent,contributes to the tension in the Arctic region.Norway’s participation in Arctic affairs is not only necessary for Arctic governance,but also for the achievement of its economic and geopolitical goals in the Arctic region.
