摘要
目的:分析2019-2021年中医医院卫生资源配置效率及其变化趋势。方法:运用DEA方法中的BCC模型和Malmquist指数模型,静-动态相结合分别对各地区中医医院卫生资源配置效率进行分析。结果:2021年,全国中医医院综合效率的均值为0.837,卫生资源配置8个地区相对有效,6个地区相对弱有效,16个地区相对无效。2019-2021年全要素生产率变化指数均值为0.923,各个地区的全要素生产率变化指数均小于1。结论:2021年中医医院卫生资源配置效率有待提升,2019-2021年卫生资源配置效率总体呈现下降-上升趋势,符合疫情变化规律,技术和规模水平都是制约效率上升的因素。政府及有关部门应根据各地区的具体情况,加大区域规划力度、合理控制医院规模、积极开展“互联网+中医药”服务、加强中医药人才队伍建设,同时增强医院应对突发公共卫生事件能力建设。
Objective:Analyze the efficiency and change trend of health resource allocation in TCM hospitals in China from 2019 to 2021.Methods:Using the BCC model and the Malmquist index model in the DEA method,the efficiency of health resource allocation in various regional TCM hospitals was analyzed respectively.Results:In 2021,the average comprehensive efficiency of TCM hospitals nationwide was 0.837.8 regions were relatively effective in allocating health resources,6 regions were relatively weak and effective,and 16 regions were relatively ineffective.The average value of the 2019-2021 total factor productivity change index is 0.923,and the total factor productivity change index of each region is less than 1.Conclusion:In 2021,the efficiency of health resource allocation in TCM hospitals in China is not high.From 2019 to 2021,the efficiency of health resource allocation shows a downward-upward trend,which is in line with the changing law of the epidemic.Both technology and scale level are the factors restricting the increase in efficiency.The government and relevant departments should,according to the specific situation of each region,strengthen regional planning,reasonably control the scale of hospitals,actively carry out"Internet+TCM"services,strengthen the construction of TCM talents,and enhance the capacity building of hospitals to deal with public health emergencies.
