课后服务多元一体推进的历程、困境与路向--基于委托代理理论视角 被引量:7

The Course,Dilemma and Direction of After-school Service Multi-integration Promotion:Based on the Perspective of Principal-agent Theory

摘要 如何长效构建政府、学校、社会及家庭多元一体协同共进格局,是“双减”背景下课后服务优化发展面临的新议题。本研究以制度经济学分支下的委托代理理论为视角,基于委托代理“信息不对称、契约关系和利益冲突”三项伴生要件,将利益相关主体纳入研究视野,回溯改革开放以来我国中小学课后服务的政策与实践,以历时性的演进脉络分阶段呈现课后服务的共时性发展图景,将其划分为委托代理主体约定初现的早期萌芽阶段、约定异化的过渡探索阶段、约定失衡的收缩发展阶段、约定拓新的规范引导阶段和约定重构的深化改革阶段五个阶段。面对当下课后服务“有而未优”“约而未定”“协而未调”“激而未励”四重困境,从夯实驱动委托代理主体利益整合的保障基础、完善激活学校主体性发展动能的管理制度、构建引导社会资源理性规范发展的协调机制、重塑疏解多重代理人机会主义问题的评估体系等角度提出对策,以期助力新时代基础教育高质量发展。 How to build a long-term"multi-integrated"cooperative pattern of government,schools,society and families,is a new topic facing the optimization and development of after-school services under the background of"double reduction".From the perspective of principal-agent theory under the branch of institutional economics,the study brings stakeholders into the research field based on the three concomitant conditions of principal-agent,which are"information asymmetry,contractual relationship and conflicts of interest",and traces back on the policies and practices of after-school service in primary and middle schools of our country since the reform and opening-up.The result is that the synchronic development picture of after-school service is presented in stages with diachronic evolution,which is divided into five stages:the early budding stage of principal-agent agreement,the transitional ex-ploration stage of agreement alienation,the shrinking development stage of the unbalanced agreement,the guidance stage of agreement innovation and the deepening reform stage of agreement reconstruction.Facing the four dilem-mas of after-school services,such as"existing but not being optimized","having an appointment but not being deter-mined","coordinating but not being adjusted"and"stimulating but not being encouraged",this paper puts forward some countermeasures from the perspectives of"consolidating the guarantee foundation for driving the integration of principal-agent interests","perfecting the management institution for activating the development momentum of school subjectivity","constructing the coordination mechanism for guiding the rational and standardized development of social resources","reshaping the evaluation system for solving the opportunism problems of multiple agents",in order to contribute to the high quality development of basic education in the new era.
