摘要
                
                    构建新型电力系统是实现“碳达峰、碳中和”目标的重要途径,电力系统安全是电力转型发展的基础和前提。传统电力系统向新型电力系统转型升级的过程中,生产结构、技术基础、控制基础持续变化,传统以交流电力系统稳定为主的安全问题逐步演化为由电力供应安全、系统安全稳定、非常规安全组成的“三位一体”的安全问题,需要重新审视现有安全防御体系。该文分析了新型电力系统安全问题的特征变化和安全防御体系的适应性,以问题为导向,系统性思考新型电力系统安全防御体系的构建目标及思路,进一步提出安全防御关键技术研究框架,为新型防御体系构建和相关研究工作开展提供参考和借鉴。
                
                Building a new power system is an important way to achieve the goal of“carbon peaking and carbon neutrality”,and ensuring the security of the power system is the basis and premise of power transformation and development.In the process of transforming and upgrading the traditional power system to a new power system,the production structure,technological foundation,and control foundation continue to change.The traditional security issue has mainly focused on the stability of the AC power system,and gradually evolved into a“Three in One”security issue composed of power supply security,system security and stability,and unconventional security.It is necessary to re-examine the existing security defense system.This article analyzes the changes in the characteristics of new power system security issues and the adaptability of security defense system.With a problem oriented approach,it systematically considers the construction goals and ideas of the new power system security defense system,and further proposes a research framework for key security defense technologies,providing a reference for the construction of new defense system and related research work.
