环境安全事故应急处置中的指挥决策分析

摘要本文从环境安全事故的分类与特征出发,探讨了风险评估在指挥决策中的关键作用,构建了指挥决策分析的基本框架和决策模型,分析了模型的有效性验证和适用性方法,并从合作的角度,研究应急处置中的协同作战策略对指挥决策的影响,并提出环境安全事故应急处置中的协同作战建议,以期为指挥决策提供理论框架与实践指导,从而提高环境安全事故应急处置的效率与有效性。 Starting from the classifi cation and characteristics of environmental safety accidents,this paper discusses the key role of risk assessment in command and decision-making,constructs the basic framework and decision-making model of command decision analysis analysis,analyzes the methods of validation and applicability analysis of the model,and studies the impact of cooperative combat strategy in emergency response on command and decision-making from the perspective of cooperative combat,propose collaborative operational strategies for emergency response to environmental safety accidents,in order to provide a theoretical framework and practical guidance for command decision-making,and improve the effectiveness and effi ciency of emergency response to environmental safety accidents.
