摘要
【目的】客观准确地评价示范认证对粮油合作社机械化水平的影响并探析其作用路径,对于提升粮油合作社机械化水平、推进农业现代化和保障国家粮食安全具有重要的理论与实践意义。【方法】课题组基于四川省10个县(市、区)120家粮油合作社的调研数据,运用OLS模型和中介效应模型,探讨了示范认证对粮油合作社机械化水平的影响机制及政策引导在其中的中介效应,验证了示范认证、政策引导对粮油合作社农业机械化水平影响的回归结果,检验了政策引导的中介效应,并基于风险偏好、农业绿色示范基地进行异质性分析。【结果】1)粮油合作社机械化水平整体偏低,但示范社机械化水平显著高于非示范社。2)示范认证对中风险偏好和拥有绿色示范基地的粮油合作社机械化水平的促进作用更明显。3)政策引导是示范认证影响粮油合作社机械化水平的重要作用机制,其中介效应占总效应的比重为37.5%。【结论】示范认证对粮油合作社机械化水平具有显著的正向影响,政策引导在其中发挥了部分中介效应。通过加强示范社建设评定工作、优化政策补贴方向、着力提升丘陵山地合作社机械化水平等可以进一步推进农业农村现代化,助力乡村振兴。
[Objective]To objectively and accurately evaluate the impact of demonstration certification on the mechanization level of grain and oil cooperatives and explore its path of action,which has important theoretical and practical significance for improving the mechanization level of grain and oil cooperatives,promoting agricultural modernization,and ensuring national food security.[Method]Based on the survey data of 120 grain and oil cooperatives in 10 counties(cities,districts)in Sichuan Province,the research team used OLS model and mediating effect model to explore the impact mechanism of demonstration certification on the mechanization level of grain and oil cooperatives and the mediating effect of policy guidance,verified the regression results of the impact of demonstration certification and policy guidance on the mechanised agriculture level of grain and oil cooperatives,and tested the mediating effect of policy guidance.And conduct heterogeneity analysis based on risk preference and agricultural green demonstration bases.[Result]1)The mechanization level of grain and oil cooperatives is generally low,but the mechanization level of demonstration cooperatives is significantly higher than that of non demonstration cooperatives.2)The demonstration certification has a more significant promoting effect on the medium risk preference and the mechanization level of grain and oil cooperatives with green demonstration bases.3)Policy guidance is an important mechanism for demonstration certification to affect the mechanization level of grain and oil cooperatives,of which the intermediary effect accounts for 37.5%of the total effect.[Conclusion]Demonstration certification has a significant positive impact on the mechanization level of grain and oil cooperatives,in which policy guidance plays a part of the mediating effect.By strengthening the evaluation of demonstration cooperative construction,optimizing the direction of policy subsidies,and focusing on improving the mechanization level of cooperatives in hilly and mountainous areas,we can further promote agricultural and rural modernization and assist in rural revitalization.
