摘要
近年来,铁路公安机关办理的电信网络诈骗犯罪案件数和涉案金额都在持续增长,但与此同时,案件侦破率和犯罪打击质量也有待提升。究其原因,有路地公安机关警务融合程度不深、铁路公安机关刑侦队伍专业化建设滞后、铁路公检法机关协作力度有待提升、铁路公安机关的反诈宣传教育工作落实不到位等。鉴于此,应借力公安改革,深化路地警务融合;深化铁路公安内部改革,锻造过硬刑侦队伍;完善机制建设,提升刑事诉讼质效;坚持打防并举,全力遏制高发态势,以持续提升铁路公安机关对电信网络诈骗等新型犯罪的预防打击效能。
Recently,the number of filed telecom and online fraud cases by railway police and amount involved have been increasing.Yet the clearance rate and law enforcement capacity is still at the low level.That is due to the weak integration of railway and municipal policing,the lag of professional team construction,the lack of coordination among public security organ,the procuracy and the court,and the inadequate efforts to anti-fraud publicity.Therefore,measures should be taken to enhance the railway police capability to fight and prevent new forms of crime like telecom and online fraud.The integrated railway-municipal policing should be strengthened in public security reform.Criminal investigation team should be constructed in railway police institutional reform.Quality and efficiency of criminal proceedings should be improved by mechanism construction.Crackdown and prevention measures should be equally emphasized to resolutely curb the crime.
