文旅融合视域下的公共文化服务标准化被引量：15

Standardization of Public Cultural Services from the Perspective of Cultural Tourism Integration

摘要在回顾当前国家层面关于文化和旅游高质量融合发展、标准化发展政策部署和要求的基础上,提出公共文化服务与旅游公共服务标准化工作面临新的实践需求。从公共文化服务的视角出发,公共文化服务与旅游服务的融合首要的是把握好公共文化机构的职能定位。当前文化和旅游的融合主要有三种形式,一是公共文化场所与旅游景点“二合一”,二是公共文化服务向旅游服务领域延伸,三是旅游服务进入公共文化场馆。针对在文旅融合过程中出现的旅游文化服务给原有公共服务职能履行带来干扰,公共文化服务场馆出现资源难以为继的现象等问题,标准化工作能够发挥积极作用。总体来看,现有文旅融合标准数量较少、标准内容仍不均衡、兼顾一致性与差异性的标准结构尚未形成,一些新兴的服务领域、服务方式和服务手段需要通过标准化手段进行规范。因此,可通过四条路径构建文旅融合视域下的公共文化服务标准体系:在已有体系基础上调整完善,以服务为根本考量,修订与制订相结合,兼顾共性与特性。 While reviewing the current national policies and requirements for the high-quality integration of culture and tourism and standardization development,it has been proposed that the standardization of public cultural services and tourism public services is facing new practical needs.From the perspective of public cultural services,the integration of public cultural services and tourism services primarily relies on grasping the functional positioning of public cultural institutions.Currently,there are three main forms of integration between culture and tourism:the merging of public cultural venues with tourist attractions,the extension of public cultural services to the tourism service industry,and the entrance of tourism services into public cultural venues.In response to the disturbance caused by the emergence of tourism culture services in the process of cultural and tourism integration,as well as the phenomenon of resource depletion in public cultural service venues,standardization can play a positive role.However,there are currently few existing standards for culture and tourism integration,the standard content is still unbalanced,and the standard structure to balance consistency and diversity has yet to be formed.Therefore,some emerging service areas,modes,and means require regulation through standardization.The standard system of public cultural services under the perspective of cultural and tourism integration can be constructed through four approaches:adjusting and improving the current system,prioritizing service,revising and developing standards simultaneously,and taking into account commonality and specificity.
