欧盟与英国中小企业财政金融纾困政策及其镜鉴

The EU and the UK's Fiscal and Financial Rescue Policies for Small and Medium-sized Enterprises and Their Referencing

摘要欧盟与英国在应对具有高度不确定性和持续影响的突发危机时采取的中小企业财政金融纾困政策有:第一,服务于“保生存”目标的保障就业和防止流动性危机的政策组合;第二,借助危机处理机会实施促进中小企业绿色化和数字化双转型的“促转型”激励政策。欧盟的流动性保障政策有效防止了中小企业大规模破产潮的出现,英国的工作保留计划等就业保障政策对稳就业、缓解服务业流动性不足、促进资本设备投资、保持企业活力都起到显著的作用。为此,提出以下建议:建立平衡而有韧性的政策设计思路;合理分层和分配纾困财力;借助危机处理促进结构转型;加大保就业政策力度;央行有创新地作为;构建转型基金加大股权工具的使用。 The fiscal and financial rescue policies for small and medium-sized enterprises adopted by the EU and the UK in response to sudden crises with high uncertainty and sustained impact include two aspects:Firstly,a policy combination that ensures employment and prevents liquidity crises,serving the goal of“survival preservation”;Secondly,utilizing crisis management opportunities to implement“transformation promotion”incentive policies that promote the green and digital transformation of SMEs.The European Union's liquidity guarantee policy has effectively prevented the large-scale bankruptcy of SMEs.In contrast,the UK's job retention program and other employment security policies have played a significant role in stabilizing employment,alleviating the lack of liquidity in the service industry,promoting capital equipment investment,and maintaining the vitality of enterprises.The following points are considered to be of value:establishing a balanced and resilient approach to policy design;rationalizing the stratification and allocation of financial resources for bailout;leveraging crisis management to promote structural transformation;increasing the strength of job preservation policies;innovative central bank action;and structuring transition funds to increase the use of equity instruments.
