印度的国际秩序观——从“边缘领导”到“全球协同领导” 被引量:7

India’s Perspective on the International Order:Transitioning from“Marginal Leadership”to“Global Collaborative Leadership”

摘要 大国地缘政治竞争加速国际体系演变,国际秩序面临调整。印度已逐步崛起为国际体系中的关键力量之一,正更加积极、主动地塑造国际秩序。印度国际秩序观的演变经历了三个阶段,具有历史继承性和发展性。继承性体现在大国意识持续影响印度对国际秩序的看法,莫迪政府利用“全球南方”概念重塑印度作为第三世界“利益代表”的形象。发展性体现在印度对国际地位的追求经历了从“边缘领导”—对国际体系“有限改良”—“全球协同领导”的过程,亦即从“改制”到“创制”的过程,从致力于建立和平与合作的理想国际秩序到建立以印度为一极的多极化国际秩序的过程。影响印度国际秩序观变化的因素包括物质性力量的增长、塑造国际机制能力的提升、领导人个性与能力以及国际战略环境等。印度全球领导力的提升对中国的影响是双重的。中国既要扩大两国合作共识,又要保持战略定力并坚持战略底线。 Geopolitical competition among major powers has accelerated the transformation of the international system.India is emerging as a significant force in global politics and has taken a more proactive role in shaping the international order.India’s perspective on the international order has evolved through three stages.The consciousness of being a major power continues to influence India’s views on the international order.Under the Modi government,India has revitalized its leadership among developing nations by reestablishing the concept of the“global south.”In terms of the international order,India has transitioned from“reforming”existing mechanisms to“creating”new ones.Its pursuit of international status has shifted from“marginal leadership”to“global collaborative leadership”within the international system.Several factors have contributed to this change in India’s outlook,including its growing material power,increasing ability to shape international mechanisms,leadership personalities,and the international strategic environment.India’s expanding global leadership has a dual impact on China.China must not only enhance the foundation of cooperation between the two countries but also maintain strategic focus and adhere to bottom-line thinking.
