摘要
在长三角一体化发展全面推进的关键时期,国土资源环境承载力状态评价是实现该地区资源配置和空间优化的基本依据,也是促进经济社会协调发展的重要手段。本文通过对长三角地区县域尺度的国土资源环境承载力状态评价,确定了区域国土资源承载力预警等级。结果表明:长三角地区国土资源环境承载力总体上东部和北部好于西部和南部;大部分地区国土资源环境承载压力较小,仅少部分有较大压力;大部分地区资源环境耗损变化向好发展,江苏省、浙江省、安徽省各有少部分地区变化趋差;长三角大部分地区属于无警区和轻警区。根据预警结果,从自然禀赋条件、经济社会发展、资源环境管理等方面进行成因分析。针对资源环境开发利用,从优化国土空间结构和布局、强化空间管控等方面提出了提升国土资源环境承载力的对策建议。
The integrated development of the Yangtze River Delta is being comprehensively promoted at present.In this critical period,the evaluation of the state of the carrying capacity of national land resources and the environment is important for determining resource allocation and spatial optimization in the region and is an important means to promote coordinated economic and social development.This study determined the early warning level of regional land resource carrying capacity in the Yangtze River Delta region by evaluating the state of land resources and the environmental carrying capacity at the county scale.The results show that:(1)the carrying capacity of national land resources and environment in the Yangtze River Delta region is generally better in the east and north than in the west and south;(2)most of the regions have less pressure on the carrying capacity of national land resources and environment,and only a few of them have greater pressure;(3)the change in resource and environment depletion in most of the regions is developing in a positive direction,while the changes in a few areas each of Jiangsu,Zhejiang,and Anhui Provinces tend to be negative;(4)most of the Yangtze River Delta regions belong to the“no-alarm”and“light-alarm”zones.Based on the early warning results,the causes were analyzed in terms of natural endowment conditions,economic and social development,and resource and environmental management.Countermeasures and suggestions to improve the carrying capacity of national land resources and the environment are proposed in terms of optimizing the spatial structure and layout of national land and strengthening spatial control.
