摘要
科技创新团队是获取和整合资源的有效组织形式,已成为科技创新和科研攻关的重要载体,加强农业工程科技创新团队建设,是提高农业工程领域科技创新水平和农业国际竞争力的有效途径。文章以农业农村部农业废弃物资源化利用创新团队为例,分析了农业农村部规划设计研究院农业工程创新团队的建设路径及现状,基于建立的绩效评价指标体系,剖析了团队建设存在的问题,并从管理机制、团队建设持续性、高质量成果考核、领军人才与青年科技人才培养及团队文化建设等方面提出了加强创新团队建设的对策和建议,以期加强农业工程领域科技创新团队管理,激发创新团队活力。
Science and technology innovation team is an effective organization form of acquiring and integrating resources,and has become an important carrier of science and technology innovation and research.Strengthening the construction of science and technology innovation team in agricultural engineering is an effective approach to improve the level of scientific and technological innovation in the field of agricultural engineering and the international competitiveness of Chinese agriculture.This study took the Agricultural Waste Utilization Team of the Ministry of Agriculture and Rural Affairs as an example to analyze the construction path and current situation of the agricultural engineering innovation team of the Academy of Agricultural Planning and Engineering,Ministry of Agriculture and Rural Affairs.Based on the established performance appraisal index system,the existing problems in team construction were analyzed.In addition,countermeasures and suggestions for strengthening the innovation team construction are put forward in the aspects of management mechanism,sustainability of team construction,high-quality achievement assessment,training of leading talents and young talents and team culture construction,so as to provide ideas for strengthening the management of science and technology innovation team in the field of agricultural engineering and stimulating the vitality of innovation team.
