摘要
熊彼特创造性破坏命题的价值在于其结构变迁的内涵,在当下产业革命浪潮下,创新理论回归其创新引致产业演变的本质,具有历史必然性。创新不仅淘汰现有的技术,更重要的是引致产业间资源再配置和新旧产业替代、从而导致产业动态化:创新—产业动态化准确地刻画了这一本质特征,并应对于我国产业高质量发展的理论需求,即认识创新—产业动态化是知识创新、技术突破、市场进入、范式替代到产业组织变迁的交互继起的机制过程,以及资源、需求、能力与网络等方面形成的约束条件,这有助于理解我国创新发展的实现机制。我国推进创新—产业动态化进程、把“创新落在产业上”的政策重点在于加强基础研究对产业的传导、构建以能力建设为核心的国家创新体系,以及市场化的激励和创新采购制度。
The value of Schumpeter’s proposition of“creative destruction”lies in its connotation of structural change.Under the current wave of industrial revolution,the theory of innovation is returning to its essential meaning.That is,innovation leads to industrial transformation,which is an inevitable trend of history.For innovation not only eliminates the existing technologies,but more importantly,it leads to a reallocation of industrial resources and the replacement of old industries by the new,thus giving dynamics to industrial restructuring.This innovation-industry dynamics fits well with the theoretical requirement for China’s high-quality development,for it represents a full set of mechanisms that involve knowledge innovation,technological breakthrough,market access,pattern transformation and industrial restructuring,as well as the conditions and constraints in the formation of resources,demands,capabilities and networks.As such it is conducive to a better understanding of the mechanisms for China to realize innovative development.To promote the innovation-industry dynamic process in China and implement the policy of“making innovation a lifeline of industries”,priorities should be placed on strengthening the links between basic research and industrial production,building a national innovation system that revolves around enhancement of capabilities,and building a market-oriented system of incentives and procurement.
