摘要
水安全保障工程公益性强,但因其投资规模大、财务收益率低、回报周期长等特点制约了市场化融资,亟须通过新型模式拓宽投融资渠道。水安全保障导向的开发(WOD)模式通过构建“增肥哺瘦”机制,实现整体项目财务平衡,优化信用结构,有助于破解水安全保障项目融资面临的缺乏现金流和抵押物等瓶颈制约。分析了WOD模式内涵、运行机制以及WOD模式的必要性、可行性与合规性,提出了现阶段WOD模式下水安全保障能力提升和水生态产品价值实现的5条典型路径,为有效促进水安全保障项目落地提供参考。
The projects for water-security-guarantee purpose are usually associated with strong public interest,but their large investment,low financial returns,and long return periods often make it difficult to obtain market financing.Therefore,it is necessary to expand investment and financing channels through a new model.The Water-security-guarantee Oriented Development(WOD)model can achieve overall project financial balance and optimize credit structure by creating a“fattening and slimming”mechanism.This can help to break the bottleneck of project financing,such as a lack of cash flow and collateral.By analyzing the connotation,operational mechanism,necessity,feasibility,and compliance of the WOD model,this article proposes five typical paths for improving water security guarantee capabilities and realizing the value of aquatic ecological products under the current stage of the WOD model.This provides a reference for effectively promoting the implementation of water-security-guarantee projects.
