摘要
[研究目的]美国是当今世界情报强国,情报霸权是美国霸权主义的重要体现之一。美国的情报霸权行为给世界和平发展造成更多动荡因素。研究美国情报霸权的表现与成因,有利于更好的批判美国强权政治逻辑,以推动中国式现代化道路的和平发展。[研究方法]通过历史与文献研究方法,归纳出美国情报霸权的成因与主要表现,提出中国的应对建议。[研究结论]实用主义哲学与现实主义国际关系理论、情报政治化与情报实力分别是美国情报霸权产生的理论基础和现实基础。美国情报霸权行为的主要表现为全球监听、组建情报联盟干涉他国内政、直接在海外制造暴力以及对他国的“污名化”等。中国是美国情报霸权的主要针对目标,应采取有效的应对措施。
[Research purpose]The United States is an intelligence power in the world today,and intelligence hegemony is an important embodiment of its hegemony.The intelligence hegemony of the U.S.has caused more turbulent factors for world peace and development.Studying the manifestations and causes of U.S.intelligence hegemony is conducive to better criticizing the logic of U.S.power politics and promoting the peaceful development of China's modernization path.[Research method]Through historical and documentary research methods,this paper summarizes the causes and main manifestations of U.S.intelligence hegemony,and puts forward suggestions for China's response.[Research conclusion]Pragmatic philosophy and realist theory of international relations,intelligence politicization and intelligence strength are respectively the theoretical and practical basis for the emergence of U.S.intelligence hegemony.The main manifestations of U.S.intelligence hegemony are global surveillance,forming intelligence alliances to interfere in other countries'internal affairs,directly creating violence overseas,and"stigmatizing"other countries.As the main target of U.S.intelligence hegemony,China should take effective countermeasures.
