“双碳”目标驱动全民健身场地设施建设高质量发展:目标向度、现实问题与实践策略 被引量:11

“Dual Carbon”Goal Drives the High-Quality Development of the Construction of National Fitness Venues and Facilities:Goal Dimension,Practical Problems and Practical Strategies

摘要 “双碳”目标能够驱动全民健身场地设施建设理念从粗放型向集约型转变,建设制度从零散型向系统型转变,建设方式从单一型向多元型转变,建设效果从赶超型向精细型转变。当前,“双碳”目标驱动全民健身场地设施建设高质量发展主要面临绿色低碳发展理念认识不足,场地建设转型存在主观障碍;绿色低碳发展技术要求较高,场地建设转型成本短期难降;绿色低碳发展评价尚不健全,场地建设转型过程难以掌控;绿色低碳发展制度建设滞后,场地建设转型监管难度较大等现实问题。建议深入贯彻绿色低碳发展理念,推动场地建设全面绿色转型;强化场地建设重大科技攻关,加快绿色低碳技术研发推广;研制场地低碳发展评价体系,构建场地建设动态评价机制;完善场地低碳建设保障制度,加强场地建设能耗统计监测。 “Dual carbon”goal can drive the transformation of the construction concept of national fitness venues and facilities from extensive to intensive.the transformation of the construction system from fragmented to systematic;The construction mode has changed from single to diverse;The construction effect has changed from catch-up to refinement.At present,the high-quality development of the construction of national fitness venues and facilities driven by the“dual carbon”goal mainly faces insufficient understanding of the concept of green and low-carbon development,and there are subjective obstacles in the transformation of site construction.The technical requirements for green and low-carbon development are high,and the cost of site construction transformation is difficult to reduce in a short term;The evaluation of green and low-carbon development is not perfect,and the transformation process of site construction is difficult to control;The construction of green and low-carbon development systems lags behind,and it is difficult to supervise the transformation of site construction.It is recommended to deeply implement the concept of green and low-carbon development and promote the comprehensive green transformation of site construction;Strengthen major scientific and technological research in site construction,and accelerate the research and development and promotion of green and low-carbon technologies;Develop a low-carbon development evaluation system for sites and build a dynamic evaluation mechanism for site construction;Improve the guarantee system for low-carbon construction of sites,and strengthen statistical monitoring of energy consumption in site construction.
