摘要 2022年,中国炼油能力增长放缓,净增炼油能力1260万吨/年,总能力升至9.24亿吨/年,结构优化调整步伐加快。国际油价高位大幅震荡、主要油品需求在疫情影响下显著下降等不利因素对国内炼油行业的生产运行带来挑战,多项主要生产经营指标下降。节能、绿色、低碳发展继续深化,智能炼厂建设持续推进,外资进一步深化在华合作,投资大动作不断。2023年中国炼油能力增长暂停,但2025年前仍有3100万吨/年产能上线。炼油能力过剩的压力和结构性矛盾依然存在,淘汰落后产能、“减油增化增特”、节能降碳等转型升级措施需持续推进。 In 2022,the growth of China's refining capacity slows down,with a net increase of 12.6 million tons of refining capacity per year and the total capacity to 924 million tons per year,and accelerates the pace of structural optimization and adjustment.The sharp fluctuations in international oil prices and the significant decline in demand for major oil products due to the impact of the pandemic have posed challenges to the production and operation of the refining industry,resulting in a decline in several key production and operation indicators.Energy-saving,green,and low-carbon development continues to deepen,intelligent refinery construction continues to facilitate,foreign investment continues to deepen cooperation in China,and big investment activities continue to arise.Looking ahead,the growth of China's refining capacity will be suspended in 2023,but there will still be 31 million tons per year of refining capacity in operation before 2025.The pressure and structural contradictions of China's refining overcapacity still exist,and such transformation and upgrading measures as phasing out outdated production capacity,reducing oil production,increasing chemicals and specialty refinery products,energy-saving and carbon reduction need promoting continuously.
