摘要
涉河建设项目管理是为保障防洪安全和维护河流健康生命设定的一项重要法律制度,是水行政主管部门的一项重要行政管理职能。总结了山东省在涉河建设项目管理方面的经验做法,对存在问题进行深入剖析,并针对性提出了完善配套法规、加强河道管理基础工作、建立管理技术标准、强化全过程监管等具体措施。该研究对规范和加强涉河建设项目管理、不断提升水行政主管部门社会管理和公共服务水平具有重要意义。
The management of construction projects related to river management is an important legal system established to ensure flood control safety and maintain the health of rivers.It is also an important administrative function of the water management department.This study summarizes the experience and practices of Shandong Province in the management of construction projects within the scope of river management,conducts a thorough analysis of the existing problems,and proposes specific measures to improve supporting laws and regulations,strengthen basic river management work,establish management technical standards,and strengthen overall process management.This research is of great significance for standardizing and strengthening the management of construction projects within the scope of river management,as well as improving the social management and public service level of the water administrative departments.
