摘要
雄安新区建设对于疏解北京非首都功能,推动京津冀协同发展具有重要意义。当前雄安新区存在基本医疗保险基金供给能力弱,基本医疗保险待遇水平有待提升,补充医疗保险发展不足,医疗卫生服务水平薄弱等问题。这对雄安新区人才引进和北京人口疏解具有显著负面影响。建议雄安新区采取增强医保基金供给能力,提高参保人员医保报销水平,提高医疗服务供给能力,扩大参保人员就医选择权等措施,促进雄安新区医疗保障服务能力的提升。
The establishment of Xiong'an New Area is of great significance to relieve Beijing's non-capital function and promote the coordinated development of Beijing,Tianjin and Hebei Province.At present,some problems exist in Xiongan New Area,such as weak supply capacity of basic medical insurance funds,insufficient reimbursement of basic medical insurance,inadequate development of supplementary medical insurance and weak level of medical and health services.These factors have a significant negative impact on the talent introduction in Xiong'an New Area and the population relief in Beijing.It is suggested that Xiong'an New Area should strengthen the supply capacity of medical insurance funds,increase the level of medical insurance reimbursement for insured persons,improve the supply capacity of medical services,and expand the option of medical treatment for insured persons to promote the medical service capacity in Xiong'an New Area.
