摘要
文章基于社会-技术转型理论框架,从时局、社会-技术体制、生态位三个层次展开分析后认为,山西省资源型经济转型本质是“以煤为芯”的高碳体制彻底变革的社会-技术转型,时局层面的改革压力和生态位层面的改革潜力构成转型动力。但主流话语的相互掣肘,高碳体制的多重锁定以及新兴产业的潜能尚待激发,形成制约转型的“1-3-2”式实践障碍。因此,国家战略应着眼于未来,着手于当下消除时局障碍,山西省应多头并进破解锁定机制,双管齐下激发创新潜能,进而实现经济高质量发展。
Based on the theoretical framework of socio-technical transformation,from the analysis of three levels of current situation,social-technical system and ecological niche,it is concluded that the essence of the resourcebased economic transformation in Shanxi Province is the radical transformation of the high-carbon system with"coal as the core",the reform pressure at the current situation level and the reform potential at the ecological niche level constitute the transformation power.However,conflicting dominant discourses,multiple locking in the high-carbon system,and the untapped potential of new industries form the"1-3-2"practical barriers to transformation.Therefore,it is suggested for Shanxi Province to focus on the future and proceed to eliminate current obstacles from the perspective of national strategy,take multiple measures to crack the locking mechanism,to stimulate the innovation potential in a two-pronged way,and then achieve high-quality economic development.
