粤港澳城市群基础教育区域协同的推进策略研究

Research on the Promotion Strategy of Regional Synergy of Basic Education in Guangdong-Hong Kong-Macao Urban Agglomeration

摘要 建设粤港澳大湾区是国家作出的区域重大战略部署,基础教育协同发展是这一国家战略的重要内容和推动力量。推进粤港澳城市群基础教育区域协同是落实国家区域战略部署的应然之举,亦是打造粤港澳城市群教育高地和人才高地的必然要求。当前,粤港澳基础教育区域协同尚处于探索阶段,面临整体优化层面区域协同的长效机制尚未建立、功能与结构互补层面区域协同的深度和广度有待拓展和基础教育资源配置不平衡等挑战。为进一步推进粤港澳城市群基础教育区域协同,需要以体制机制创新为重点,促进湾区基础教育整体优化式发展;以深化项目合作为关键,助推湾区基础教育结构与功能互补式发展;以交流互鉴为主要手段,保障湾区基础教育协同与特色统一化发展。 The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a major regional strategic deployment made by the state,and the coordinated development of basic education is an important content and driving force of this national strategy.Promoting the regional coordination of basic education in Guangdong-Hong Kong-Macao urban agglomeration is a natural move to implement the national regional strategic deployment,and also an inevitable requirement to build an education highland and a talent highland in Guangdong-Hong Kong-Macao urban agglomeration.At present,the regional coordination of basic education in Guangdong,Hong Kong and Macao is still in the exploration stage,facing many challenges,for example the long-term mechanism of regional coordination at the overall optimization level has not been established,the depth and breadth of regional coordination at the level of complementary functions and structures need to be expanded,and the unbalanced allocation of basic education resources.In order to further promote the regional coordination of basic education in the Guangdong-Hong Kong-Macao urban agglomeration,it is necessary to focus on the innovation of systems and mechanisms to promote the overall optimized development of basic education in the Bay Area,take deepening project cooperation as the key to boost the complementary development of basic education structure and function in the Bay Area,and take exchanges and mutual learning as the main means to ensure the coordinated and unified development of basic education in the Bay Area.
